    • До питання багаторівневості системи публічного управління в кризових умовах військового вторгнення

    Анотація

    Cтаття розкриває питання багаторівневості системи публічного управління в кризових умовах військового вторгнення, типові функції кожного з рівнів публічного управління в України (мирний час), ризики та загрози децентралізаційних процесів за базовими чинниками розвитку територіальних соціально-економічних систем та їх загострення в умовах військового стану, перегляд повноважень державних органів влади у воєнний період. Визначено результати реалізації реформи децентралізації в Україні. У науковому, теоретичному і практичних дослідженнях розглянуто поняття «децентралізація», що дає змогу вказати на її багатоаспектність та розглядається різнопланово. На цій основі, під поняттям «децентралізація» розуміємо процес перерозподілу владних повноважень, компетенцій та ресурсів від центральних органів державної влади до місцевих органів влади та самоврядування. Подана систематизація ризиків децентралізації за базовими чинниками розвитку територіальних соціально-економічних систем. Згруповано типові функції багаторівневої системи публічного управління в України
