The article exposes the question of multilevel of the system of public management in the crisis terms of military encroachment, typical functions each of levels of public management at Ukraine (peace-time), risks and threats of децентралізаційних processes after the base factors of development of the territorial socio-economic systems and their intensifying in the conditions of the military state, revision of plenary powers of public organs of power in a military period. The results of realization of reform of decentralization are certain in Ukraine. In scientific, theoretical and practical researches a concept «decentralization», that gives an opportunity to specify on her multidimensionalness and різнопланово is examined, is considered. On this basis, under a concept «decentralization» understand the process of redistribution of imperious plenary powers, competenses and resources from central public authorities to local authorities and self-government. The given systematization of risks of decentralization is after the base factors of development of territorial socio-economic systems.
