The article substantiates the need and importance of identifying stakeholders and their interests to ensure the effective development of the tourism and recreation industry in the region. The author singles out two groups of stakeholders: territorial and sectoral, whose subjects together have the most significant impact on the development of the tourism and recreation industry in the region. The paper emphasizes that interest is an effective incentive to carry out a particular activity and forms the basis for interaction between stakeholders. Based on this, the article identifies three types of relationships between territorial and sectoral stakeholder groups: unity of interests, conflict of interest and the search for common interests. The paper presents a graphical model of comparing the interests of stakeholders in the process of their interaction, which is based on the so-called "marginal utility curve". Thus, the satisfaction of stakeholders from the standpoint of the territorial approach is possible only in the inevitable loss of stakeholders from the standpoint of the sectoral approach. Therefore, by reaching a compromise on the consideration of interests at the point of pareto-optimal relations, stakeholders by cooperation can for a long time get the desired and effective for both parties achievements. Given the importance of the territorial-sectoral approach in the process of ensuring the development of tourism and recreation in the region, the paper emphasizes the need for new approaches to enhance cooperation between stakeholders with each other. From these positions, it is proposed to consider possible forms of cooperation between stakeholders, which allow to identify the reasons for their passivity, resolve existing conflicts between stakeholders and serve as a basis for the development of regional governance measures for interaction between them. The author proposes three forms of cooperation between territorial and sectoral stakeholder groups: limited cooperation, expanded cooperation, partnerships, their examples and possible future results to ensure the development of tourism and recreation in the region
