Intellectual potential and capital: Intervention and time horizons

In the article intellectual potential is investigated on three levels: enterprise, region, state. The value of the process of transformation of intellectual potential into intellectual capital, its interconnection and influence of time parameters is shown. The financial flows of the formation of intellectual capital are allocated. The international ratings of Ukraine are given for: financing in the sphere of research and development, availability of personnel resources in the field of science, interaction between universities and business, state transfer mechanisms for the purchase of state-of-the-art technologies and products, and the efficiency of the patenting system in the country
