The article explores the programmatic target method of the personnel management system, defines the principles of organizational support for the development of human capital of the enterprise through the development of a personnel development management system, defines the role of personnel management in achieving the strategic objectives of the enterprise, examines domestic and foreign experience, evaluates the effectiveness of their use.
