The article examines foreign experience and substantiates proposals for improving the staffing of health care in Ukraine. It was revealed that during the COVID crisis many problems of domestic medicine were revealed, in particular in the field of staffing. After all, there were often problems with insufficient competence and shortage of domestic medical professionals, especially in critical situations and limited resources, which affected the quality and completeness of medical services to the population of our country. It was found that in foreign countries, jointly developed examination information systems are often used to create a common informatized field of future staff due to significant population migration and to prevent poor diagnosis and provide quality assistance with valuable advice. Among the considered foreign advantages of staffing it is necessary to allocate the USA where the personnel uses the latest technologies both work with personnel and treatment, training with use of advanced technologies and methods. However, such a health care system creates problems for the availability of medical services, as the system is largely private and profit-making by hospitals and insurance companies. With limited funding, there is a problem of lack of sources for scientific and experimental research by doctors, which is common abroad. Which leads to the loss of creative potential of health care personnel in educational and practical institutions. It is concluded that the health care sector in Ukraine needs significant changes in the staffing system, the most important of which include updating logistics and other facilities of health care facilities, increasing the level of salaries of doctors depending on their experience and professional level, creating a system of additional motivation and programs to curb labor migration of graduates of medical institutions of higher education and highly qualified domestic staff. However, in the first stage, before the full implementation of the insurance medicine system, this will require, first of all, a significant increase in health care costs, which is a big problem in the conditions of constant economic instability on the state budget imbalance
