The article deals with general aspects for elaboratingthe strategy of hotel-restaurant complex development in Ukraine. The hotel-restaurant complex is considered as an important element of the service sphere. The relationship between the tourism industry and the hospitality industry is explained. The scheme of the basic components of management of the enterprises of the hotel-restaurant complex is proposed. The modern tendencies of development of the world hotel-restaurant complex are considered. The mission of the hotelrestaurant complex of the country was formed, the goals, priorities and objectives of the activity were specified. The concept of «strategy» development of hotel-restaurant complex is defined. The article is based on SWOTmatrix of enterprises of the hotel and restaurant complex of the country. The principles of strategic planning are defined. The structure of the strategy of development of the hotel and restaurant complex of the country is proposed
